How Do Opposing Fans get seats behind Canes bench?

This is something that has bugged me a while, but especially today with a couple of Buffalo fans behind Maurice giving him a hard time. There were quite a few Buffalo fans behind the Canes' bench and I see fans of opposing teams in those prime seats quite a bit. Don't see this at other arenas. If "Canes Fans" are giving up those seats then they should be ashamed of themselves.
