My wife and I did not attend so I have no idea about the attendance. (We had a party to attend, unfortunately. We both would have preferred to be at this game/practice...) I just know State never fudges the attendance numbers, and Carolina does it every year.
Btw, I did concede that it appeared that Carolina's attendance was 15K, tops, based on the most-crowded picture I saw. It wasn't a crazy overestimation. Just an overestimation.
State has no need to fudge the attendance numbers. We know we have a football fan base.

Most people were on the East side, but a few thousand people were scattered all around the stadium. If you look at a picture of the stadium at the end of the 1st quarter, 24,000 is easily possible.

That's besides the point though. why does it matter what the reported spring game attendance is? It's the spring game! Plus why does it matter besides that? Last time I checked attendance has no impact on who actually wins the game.
But since State fans seem to cry about Carolina on this subject every year I do find it humorous that all of a sudden they are taking the status quo UNC line.
Plus as State fans we just like for the numbers to be right.
If all you did was look at those pictures and determine to yourself that there were less than 24,000 people at the Kay Yow Spring Game, you are just plain naive.
At the peak time today, there were at least 24,000 there. I know this because I was ACTUALLY THERE.
NC State isn't the school on probation.
NC State isn't the school losing scholarships.
NC State isn't the school banned from the postseason.
NC State isn't the school wondering whether or not their fanbase cares about football.
Those problems are left for UNCheat
