I just read the most recent comment (which is now 3 years old) and someone said the same thing I did:

Come to think of it, I know why a Dookie posted this. They are so used to seeing total FLOPS get called as fouls that they've actually come to believe they ARE fouls! LOL

No it isn't.

If I thought it should've been a "no call" that wouldn't be in favor of either side.

I thought it should've been a no call so yes, State got that call since it ended up being a foul on Delaney that shouldn't have been.

I think so, too. It certainly wasn't a foul on State, though, which is what that video post is trying to say.

Calling the foul on the VT guy probably saved an uncontested layup from happening. It's kinda hard to play defense when you're lying on your back. :)
