From a technical perspective, to broadcast 4 "subchannels" in the limited bandwidth available, all 4 channels are in standard definition and at a rather low bit rate (reference: http://en.wikipedia.org/wiki/Digital_subchannel)
So WRAL would need to abandon the HiDef main channel to
accomplish this feat.
I would venture to guess that they decided they did not
want to abandon the HiDef main channel, hence they could
only show one additional show over-the-air.
