The article was referring to the University of NC system (i.e., the public university system) as the "Taproot." It was not referring to the UNC-Chapel Hill campus specifically.

State is the great oak that keeps the UNC "taproot" buried in the dark, damp soil underneath it.
We are standing tall and soaking in the sunshine while the taproot is undeground sucking mud.
